Born
in 1943, Doug was raised on a farm in central Michigan with
his six younger brothers and sisters. Upon graduation
from high school in 1961 Doug enlisted in the Marine Corps,
beginning recruit training in August of 1961 at Marine Corps
Recruit Depot, San Diego, California. Assigned to
Platoon 355, 1st Battalion, Doug graduated from recruit
training as a Private First Class in November of 1961.
Following completion of training with the 2nd Infantry
Training Regiment, his initial assignment was with the 1st
Force Service Regiment, 1st Marine Division at Camp
Pendleton, California. Subsequent assignments included
the 1st Marine Aircraft Wing, Iwakuni, Japan and 2nd
Battalion, 3rd Marines on Okinawa. Following six years
of service, Doug was honorably discharged as a Corporal.
Returning to Michigan in 1967 following his enlistment, Doug
began employment at the General Motors Corporation as a
production machine operator and journeyman machine
repair-machinist. Departing General Motors to pursue
his education, Doug accepted a position as the Coordinator
of Vocational-Technical Programs at Delta College in Bay
City, Michigan, then as the
Director of Adult Education at the Bay-Arenac Vocational
Skill Center in Bay-Arenac, Michigan. He was conferred
a Bachelor of Science degree in Manufacturing Design in 1972
and a Masters in Educational Administration in 1975, both
from Central Michigan University in Mount Pleasant,
Michigan.
Upon
completing his education, Doug moved to San Jose, California
where he served as
the Director of Instruction for the School of Apprenticeship
at San Jose City College. Departing the educational
administration field in 1978, Doug accepted a position with
Philips Semiconductors in San Jose, California. There
he served in a variety of roles including Manufacturing
Manager, Employee-Labor Relations Manager, and Director,
Human Resources until his retirement in 2003 after 25 years
of service. Following retirement, Doug and his wife
relocated to the Outer Banks of North Carolina.
Doug is married to the former Elizabeth
McMahon
of Newport News, Virginia. They have four sons, two of
which have served honorably in the Armed Forces of the
United States.
His
military awards include the Combat Action Ribbon, the
Good Conduct Medal, the National Defense Service Medal,
the Vietnam Service Medal, and the Vietnam Campaign
Medal.
Doug's hobbies include, amateur radio, home computing,
fishing, hunting, golf, and cooking. He is a licensed
amateur radio operator (WD6EDY) and holds a single
engine-land private pilot’s license. Doug is a life
member of the
American Radio Relay League, the
North American Hunting Club, the
Cooking Club of America, the
American Legion,
and the
Marine's Memorial Association. He is also
currently a member of the
Marine Corps League, the
USMC/Combat Helicopter Association, the
Outer Banks Repeater Association, the
Outer Banks Gun Club, and the
Currituck Golf Club.
Doug was
the driving force in the establishment Marine
Corps-related events on the Outer Banks, serving as host for
the 2005 Marine Corps Birthday Luncheon held at The
Currituck Club. His efforts generated such great
interest from the local Marinesit resulted in the formation of a Marine Corps League
detachment on the Outer Banks.

Kelly
was raised in both Colorado and Texas. In 1948
Kelly enlisted in the Marine Corps, beginning recruit
training in August of 1948 at Marine Corps Recruit
Depot, San Diego, California. He was assigned to
an all Texas Platoon #69, 1st Battalion. Kelly
graduated from recruit training as a Private First Class
in November of 1948 and was initially assigned to MCDS, 100 Harrison Street, San
Francisco, California.
In
1951 he received advanced combat training that included
winter warefare training at, Camp Pendleton,
California and then sailed to Korea. Attached to the
Combat Service Group, 1st Marine Division, Kelly spent seven months in the combat zone during the fall and
winter of 1951 and was awarded a meritorious Sergeant rating in the field.
Following four years of service, Kelly was honorably discharged in San Diego,
California.
Most
of Kelly’s employment was spent in the aerospace industry and
in the U.S. Government where he served as a cost analyst.
Kelly
earned an MBA from
the Executive MBA Program,
Loyola College,
Baltimore, MD, as well as a Master of Finance from the
same institution. He is also a member of Alpha Sigma Nu
(Jesuit Honor Society) and was a certified cost
estimator/analyst from 1990 through 1995.
Kelly also served as a senior resource analyst for the federal
government, at the Space and Missile Systems Center (FMC),
where he specialized in estimating leading space systems. Kelly also worked as a
consultant for the U.S. Government for a number of
years as the Principal Analyst, Western Region, ARINC
Research Corporation, El Segundo, CA.
Kelly is the
past-president of the California chapter of the Society of Cost Estimating and
Analysis (SCEA) and was a member of its National Board of
Directors where he served on the Educational Committee.
In addition, Kelly has also published several articles
in scholarly journals and other publications.
He
began teaching via the Internet as an Adjunct Professor
of the University of Phoenix and has been teaching for
nineteen years over the Internet and is qualified to provide instruction in 57 different classes.
Kelly's military awards
include the Good Conduct Medal, the National Defense
Service Medal, the Korean Service Medal with one bronze
battle star, the United Nations Service Medal, and the
Korea War Service Medal, the latter which was awarded by
the President of the Republic of Korea, Kim Dae-jung.
Kelly was a charter-member of Marine Corps League Outer Banks Detachment #1264
and passed away in May of 2011.
